It is a joint activity together with citizens with difabilities and common people that is done on Sundays morning (at 06:00 to 10:00) to demonstrate the existence and potential of people with difabilities, as well as to campaign and accessibility audit of public space.
It is to improve the ability of the board members either in terms of managerial or knowledge. Implementation of this discussion is once a month in SIGAB office with participants consisting of the Executive Board and members of SIGAB; also not infrequently attended by participants with difabilities of non-members of SIGAB. The issues raised in this discussion include the perspective of the difabel, human rights, public policies that come into contact with difability, violence toward difabel, and so on.
For NGOs and organizations with difabilities in Yogyakarta (in collaboration with Yayasan TIFA) which comes ahead of the General Election of 2004, consisting of three main activities:
Civic Education in the form of training, followed by 30 difabel people and non-difabel from five districts/cities in DIY and aimed to prepare Election Surveillance of 2004.
The mass media campaign intended to disseminate political rights of citizens with difabilities to society, especially political parties, candidates for regional representative council, and president/vice president candidates. With this communication, it is expected later when they hold the reins of government; they are capable of fighting for public policy with difabel perspective. Media used is in the form of print and electronic media.
Election surveillance was focused on the violations relating to difabel political rights. Surveillance was conducted in 29 polling stations in 21 districts throughout DIY.
Surveillance group who is called themselves the "Kelompok Difabel Pemantau Pemilu (KEDIPP) 2004 DIY" was monitoring the data of voters, campaign period, quiet period, voting process, and vote counting. This activity was done in legislative elections and the election of the president/vice president.
Cooperation of the National Front Anti-Discrimination (FNAD) to defend the rights of the Difabel in the selection of candidates for Civil Servants (CPNS) in Sleman, Yogyakarta in 2004. In advocating the case SIGAB held a series of activities such as:
- Demonstrations and dialogues in Regional Personnel Agency (BKD) Sleman and parliaments of Sleman District.
- Sending a letter of complaint to the Coordinator Minister of Welfare, President, DPR/MPR, Minister of Education, and related local officials.
- Investigation of the case along with the student press activists in Indonesia who are associated in the Indonesian Student Press Association (PPMI) who happened to be holding Advocacy Journalism Workshop in Yogyakarta.
- Campaign through talk shows on FM Unisi Radio.
Results of this activity is the letter from the Secretary of Coordinator Minister of Welfare promising that in the next period the difabel will have an equal opportunity to register as a civil servant and getting adequate accessibility.
To commemorate the International Difability Day held every year since 2004, the activities include a form of mass action, creativity contest of children with difabilities, performing arts, inclusive long walking with public officials, discussions and seminars. In the future activities will be focused on planning activities together with the government and the regional parliament for the following year and the program evaluation of the previous year.
It was for the difabel throughout Indonesia, followed by visual difabel, hearing difabel, and physically difabel from various cities in Indonesia. While writers are expected to be independent, the participants will also be directed into journalists for media of newsletter or magazine of the SOLIDER published by SIGAB. The training was conducted twice, namely: (1) Journalism training basic level in cooperation with the VSO Indonesia on May 25 to 30, 2005 and advanced journalism training in cooperation with the ABILIS Foundation on February 17 to 21, 2007.
For public education related to difability issues and promotion of the rights of the difabel as well as to show to the public that the Difabel can be a profesional journalist. In 2005-2006 publication was funded by the VSO Indonesia, whereas in 2007 it was funded by ABILIS Foundation.
Partnership and cooperation with Jogja Coalition for Peace and Democratic Elections in 2005 in the district of Sleman, Bantul and Gunung Kidul involving 90 long-term observers and 350 short term observers volunteer. In addition to election monitoring program, there were also people aspirations and political contract with the prospective heads of regions and socialization of vision, mission, and programs to the elected heads of regions.
Cooperation with HERMUS Fond, 2004-2006 in three elementary schools i.e SDN Kaligatuk Piyungan, SDN Dlingo I, and SDN Sendangsari Dlingo, Bantul, Yogyakarta Province with the aim that children with difabilities have access to education in the same place with children of their own age. The result is the growing of positive image toward difabel among teachers and parents so that they can provide constructive treatment and those children with difabilities can follow well the learning process in public schools alongside their peers.
Cooperation with the National Front Anti-Discrimination in 2007, the activities include (1) protest to UGM; (2) protest act at the intersection of the General Post office Yogyakarta; (3) sending a letter of complaint to the Commission of Human Rights, President, Minister of Education, etc; and (4) talk shows on radio and local TV. The result was UGM repealed the requirement of "not having defect and other difability that can interfere with the learning process in the choice of study program".
To Increase Bargaining Power of Difability in the 2009 Elections in Sleman and Kulonprogo, DIY Province. Working closely with the TIFA Foundation conducted before the 2009 General Election, with activities including: (1) Workshop of Curriculum and Modules; (2) Political Education; (3) Loby with political parties and candidates; (4) Bela Bangsa Political Declaration; (5) Public Dialogue Ahead of legislative elections; (6) Workshop of Advanced Advocacy Strategies; (7) Loby with elected Parliament; (8) Public Consultation; (9) Radio Talkshow; (10) Local TV Talkshow; (11) Evaluation Workshop.
Collaboration joint activities of UCP-WFH Indonesia in 2009-2010, with activities including: (1) Create a booklet and audio book/CD campaign for child-friendly CRPD. (2) Develop modules and curriculum of difabel perspectives for public officials and public figures. (3) Perform Difabel Perspective Training for public officials and community leaders in DIY province and 5 counties/cities in the province of DIY. (4) TV and radio talkshow to campaign CRPD
In cooperation with AIPJ 2012-present, some of the activities undertaken, among others: (1) creation and management of Legal Information Center and Difability website http://www.solider.or.id; (2) Cyber Journalism Training; (3) Community Discussion of Difability and policy; (4) Writing contest about Difability and policies; (5) Public awareness campaigns and the strengthening of the legal aid network for Difabel confronting with the law; (6) Assistance to Difabel confronting with the law; and (7) Advocacy of justice system in favor of the difabel. One of the significant achievements of this program is the formation of Indonesian Difability Advocacy Network (JADI) in the workshop of Difabel organizations and legal aid organizations in Yogyakarta on May 20 - 22, 2014. The member composition was 28 difabel organizations and legal aid organizations spread across 11 provinces, this network will collaborate as a referral assistance and advocacy for the difabel.
To Establish Political Participation of the Difabel to Achieve Democratic and Inclusive Governance.
Through this program, SIGAB has been able to facilitate embryos of Difabel critical voters in 4 provinces (East Kalimantan, South Sulawesi, East Java and DIY). In addition to producing documentation of accessibility monitoring results of ELECTION 2014, programs supported AIESP The Asia Foundation has also produced a survey of difability perspective among the candidates for the legislature in 2014, the book "PEMILU dan Gerakan Politik Kaum Difabel", as well as a campaign with difabel perspective and strengthening difabel participation in the ELECTION 2014. Through this program it is expected in the future, the difabel in the program area can be more actively oversee the performance of the legislature for having more perspective on difability.
Through the support of Core Funding by the Asia Foundation, there are two types of advocacy activities that have been and will be continuing to be developed. The first is advocacy in order to build awareness and difability mainstreaming. SIGAB believes that one of the stages for the achievement of equal rights of the difabel is when difability has become a mainstream in the various layers of government and society. Therefore, it is important to facilitate forums in which current issues related to difability more widely discussed by the difabel as a subject of rights, as well as other related parties. One of which will be carried by SIGAB is regular discussion of community which will be held once a month with public themes of difabel interests. In addition, SIGAB also will host an online radio as a forum to share information more widely.
The second is advocacy that is responsive, examples of cases of discrimination advocacy, legal advocacy, and policy review and critics and so on. In this case, there are several issues that currently become SIGAB’s concern to be immediately responded, namely the issue of access to justice and law for the difabel, policy related to difabel in DIY (local regulation on difability, gubernatorial regulation and implementation), access to public health insurance for the difabel, and advocacy on difabel law as derivative of difabel rights convention ratification. Through this advocacy program framework, SIGAB has contributed to the initiative of drafting and consultation of Difability Draft Bill through consultation workshop on Difability Draft Bill throughout Java held on April 20 to 21, 2014, involving difabel organizations in Java.
SIGAB defines an independent research as research that is intended to gather information related to social situation of the difabel and the degree of rights fulfillment and social inclusion of difabel. As an independent study, this study is not bound to the framework of a particular discipline or time period, as well as community groups and certain territories, results of this study will be the basis for SIGAB in determining advocacy agenda both at the local and national/regional/international level. At least two targeted research results can be published annually.
